Originally constructed as a military fort, the island later served as a military prison until 1933, when it was converted into a federal penitentiary. Reinforced concrete, steel barred cells, and the cold, fast moving currents surrounding the island made escape nearly impossible. The prison closed in 1963 because it was too expensive to operate.
