Marked Germany, this set has brass handles and sheath and silvertone metal for the blades. In vintage condition with lots of dings and dents, I think it gives character to the set. Scissors do cut, but need to be sharpened. Looks great on a desk. The set measures 9 3 4" long and heavy enough to be used as a paperweight.
